The DE bulbs started out with a great reputation, but a lot of that actually was probably due to the fact that they tended to come with good-quality, matched reflectors, or at least much better reflectors than were common.
I think 250wt over a 29gal is overkill and will make heat management more difficult. It will also be difficult to acclimate corals to the light. Generally, 175/150wt MH is recommended for tanks up to a depth of 24". 24" and above benefit from the 250wts because they have more punch to the bottom of the tank.
That said, I have seen really nice 90gal tanks and 120gal tanks with 175wt MHs.
The HQI bulbs tend not have as much light spead as the standard mogul reflectors. I think a 175wt with a good reflector will work great on your tank with little if any darkness at the sides. JMO
