40g tank 4 months old and water is always cloudy.

I set up a 40g breeder that i drilled with a 20g sump abot 4 months ago. I built a rock wall on the back with marco rock and black pond foam. I used marco dry rock and dry sand as well. After a couple weeks it got really cloudy and that lasted 6 weeks. So after 2 months in it finally got crystal clear for about a month. Now, for the past month it has been cloudy again. All water parameters are normal. I ran carbon off and on but since this last bout of cloudy water i stopped running carbon. Its been a month and still cloudy. I have not done any water changes. Im just running a skimmer.

Ive been told that this is a bacterial bloom. Is there any advice on how to rightly treat this? Less flow? Less light?

At this point im letting it run its course but also would like to handle it properly
 
How often you doing water changes and how much? By the parameters being in line, sounds like your doing them enough.and it's just a bloom
