roger, i took my 9010 apart just like jay508 and am still not getting any foaming action. should i try the vinegar and water as you described or send to you for examination.
I would first make sure the pump and the venturi nozzle are clean and try running it in vinegar and water after wards to get it completely clean, if it worked up to now it is likely just dirty.
