Adjusting the overflow

I've been trying to adjust my overflow for 3 day what's the trick to it I don't want to flood the house. Can someone tell me what I'm doing wrong? I have a gate valve on the overflow box and a gate valve on the return pump. What else do I need todo?

There should not be a valve on the overflow, only on the pump if it is too strong and you need to dial it back.

One more question do I need to glue the pipe to the bulkhead going to the sump in the overflow?

You need to glue the pipe that runs from the bottom outside of the overflow that goes to the sump, but not the one inside the overflow for ease of cleaning and adjustment.
