Can someone remind me what this means again ???
I'm pretty sure it means captive bread right ?

Correct me if I'm wrong

I believe that is normally in reference to corals, not fish.
When you grow/propagate coral frags its aquacultured.

I do believe aquacultured is defined as anything given a hand by man to grow, reproduce or populate in a aquatic realm. It can be in a tank or even out in the ocean. But man has had something to do with its outcome. It can be fish, Live rock, live sand, snails, crabs, corals, and plants.

So on this website then these Fighting Conch's & Queen Conch's are bread and grown in captivity. So thats why they can sell them, also proably because they have a dealer's license... But for someone to go to the beach, I.E.

I live in florida and these fighting conch's are every where, But I can't go to the beach and get them to keep in my tank because that is illegal, right ???

But I can purchase them on-line and be fine, My LFS said that they were illegal and he wants nothing to do with them so, is he right or wrong, or is that his personal choice to not sell them ???

Queen Conchs are readily available in my area, and throughout New England. I havent heard of them being Illegal anywhere. I can't imagine that they would be a nuissance/invasive species, which is why some states put certain bans on animals

I've heard that queen conchs get too big and demand too much food for most tanks, so I probably wouldn't get one of those for a 55g. Most people seem to like the fighting conchs, though.
