Bad ballast or bad bulb?

My MH didn't come on today.
I have a de.
I noticed part oof the bulb iinside was broken.
I can hear the ballast firing it's initial hum like always.
Here is the odd part.
When I pull the plug, the bulb briefly flashes.
Do I have a bad bulb or ballast?

Try putting in a new bulb, if it works it was the bulb if it does not it's the ballast

If you have two fittings you can switch the bulbs and see what happens

But if there is something broken inside the bulb I quite sure it's the bulb and not the ballast
