which ballast is the best?

Ice Cap
Good performance, nice small design. It's the most expensive of electronic ballasts....I also heard they had issues?

Similar performance to the Ice Cap...a bit less expensive too...any positive negative experiences?

EVC
Runs certain bulbs better than the Ice Cap and is the cheapest of the e-ballasts... Only problem is that I can't find anyone who sells them!? There's very little info about them other than Sanjay's tests... kinda odd... www.oceanencounter.com has them in their product listing but is currently "out of stock"...

OR

I could always go with the PFO HQI, it has the best PAR but the long term expenses due to the shorter bulb life aren't very appealing...

I have a evc 400w electronic ballast brand new, never used. Decided to go with 250w set up due to the ridiculous price of electricity here. If interested let me know. I am currently using evc and icecap 250 w ballasts on same bulbs and cant really tell a difference in the brightness.
