Ceramic frag plugs

What tool should I use to cut the "plug" part on the ceramic frag plugs? I don't currently own a Dremel...do I need to get one?
 
what i do is get to some cement, lay it on its side, get a flat head screw driver, and go at it like your sculpting lol works for me every time
 
In most cases the stem breaks off pretty easily. Just hold the disc portion with a large pair pliers and use another pair of pliers to break off the stem.
 
I have fragging shears from boston reef farms. They were cheap, and they are sterile and non corrosive, can't beat em for 15 bucks! I suggest investing!
 
I have a pair of SPS cutters but I don't use that on the plugs. I got a pair of garden shears and they cut right through the bottom of the plug and cost about $3.
