Mine does both! If it really bothers you you could weight it down with a few larger peices of sand. Some people who use it in fuges have it in a constantly turning 'tumbling' kind of flow to promote growth on all sides of the ball-o-Chaeto. Sinking or floating may just depend on how dense the growth is.. which might have a relationship to how intense the light is. Either way, still grows for me.
Mine floated up until I harvested some. The remainder then sank. Also mine did tumble until it sank. So I added in a second type of macro which floats. Now the two macros tumble together, as if one pulls on the other.
It will float if its specific gravity is less than that of your water. If not it will sink. Though I doubt it, perhaps it sinks for those with high sg water and floats for those with a low sg.
This may seem ridiculous but if the sg of cheato tends to be 1.025 then those who run at 1.024 and those at 1.026 would observe two different behaviors.
