Cyano, Diatom, Dinodlagellate Invasion

I have an established reef tank 1 1/2 years old. I recently added some additional LR (cured, but not all the way). This was three weeks ago. I am now into a massive outbreak of some brown and some red algae. I'm convnced the red is cyano. The brown I'm not sure if it is dinoflagellates or diatoms. How do I tell the difference

My nitrates are undetectable with a Salifert kit.
My PO4 is undetectable with a salifert kit.

I'm using my skimmer and doing a 20% water change weekly.

I have a ton of flow in this tank. It is over 1200 GPH and the tank is only 38G.

I cut back feedings to 2 /week. I'm a little concerned that my shrimp goby is getting enough food.

There has been a lot of detritus produced from the add'l LR. I've been vacuuming it out when I do the water changes.

How long can I expect to have this problem? If there is no PO4 and no Nitrate , what is this stuff eating?

I want things to get back to normal!!!!!!
