cycling tank cloudy all of a sudden

I've not changed the water at all. I've been running the Skimmer all along. Ammonia is around 0.2ppm. Nitrites around 1mg/L and nitrates 5mg/L.

I swapped out the temporary sump for the permanent one yesterday. Added about 20 gallons of new SW.

Any thoughts? Bacterial bloom? Skimmer isn't collecting much.

Looks like this cloudiness might be normal for a cycling tank. Yes? No?
