I have had 60 lbs of uncured live rock cureing in my 55g tank for over 2 weeks the ammonia has spiked and is on the way down according to test kit it is safe range the nitrites are sky high as are the nitrates .My ? is would it be ok to clean up some of the dead stuff on the bottom that is on the sand and do a 20 gallon water change?

I'd say that if you have dead stuff and the like on the bottom of the tank, and it's just sitting there, you could vacuum that out and then replace the water volume removed when doing that. Otherwise, during a cycle, lay off of the water changes.
