Do I Have Proper Filtration?

Pretty simple set-up... I have a 75 Gallon FOWLR w/ overflow (reef-ready). I'm using a 20 gallon tank for a sump.
I have the water come in and tee off to 3 outlets which drain over bio-balls (They are not submerged in water) Then goes through my skimmer, then through filter floss, then is returned.
Should the bio-balls be submerged? Does all this sound adequate?

everyone on here is going to tell you to ditch the bio-balls. As long as you have live rock you don't need the bio-balls
