I have never noticed my fire shrimp cleaning.
As mentioned a couple of cleaner shrimp will be much better and also having quite a few shrimp make the tank more interestig and colourful.
I always heard that the scarlets did not activley clean, I got one to replace my skunk, now I have 2. I have one that is an avid cleaner, he's older, and the younger one does clean, though not like the older one. I would say the older one acts just as eager to clean as the skunk was, even my hand. They are in separate tanks.
In a prior tank I had skunk cleaners and fire shrimp. I also had a yellow tang and a flame angel. One would only go to the skunks and one only to the fire shrimp (can't remember which now). All the shrimp did their job. It's possible that it isn't just the shrimp but also the fish that determine if they'll clean. That is, maybe fire shrimp are more likely to clean some fish than others?
I have two fire shrimp and have only seen one clean a fish once. That one time was when my coral beauty stopped and wanted cleaning, the shrimp ignored him. So my coral beauty started swatting the shrimp with its tail and finally the shrimp cleaned him for a few seconds. My CB will also "ask" for cleaning from my firefish and of course get ignored. I'm considering getting some skunk cleaners as well for some actual cleaning.
one angel in particular goes to the shrimp quite often.
it seems like the shrimp has to be...persuaded...sometimes. like the angel will go up and the shrimp will ignore him. but if the angel is persistent and bugs the shrimp enough, eventually it gets a quick cleaning, as if to say, "there, would you stop bothering me now?"
