Frag tank- BB or SB?

I'm setting up at 15g frag tank. I have read some pros and cons of doing both but I wanted to see what some people though of it. Any advice would be helpful.

Also is it a good idea to have any CUC(Shrimp, snails, hermits, crabs)?

What about any certain fish?

I'd go barebottom with a lot of flow pointed at the bottom to keep the detritus up and towards your overflow. The advantage of sand is that you could keep a beneficial wrasse for pest control. 15g is a tad small though.
