You would be correct, if you have it fully open- no difference. If you slowly close the valve, you can adjust the water level which will control where your bubble line will be. For me the easiest way to figure it out is how I set mine. Turn off the recirc pump, watch the water level, change the level to where I know I will get wet or dry foam, then turn on the pump-- walk away. Maybe the vavle is too high so you cant adjust anything? My water level without the pump on is usually to the top of the conical area for wet. Try setting the water level as low as possible to start (unless you already did). If you are feeding it nonrecirc style, plug up the air inlet and set the water level without bubbles.
