Help Cup Coral Dying!

My son's cup coral is dying. It is placed at the highest point in the tank. He has compact flo. light fixture producing 60 watts in a 20 gallon tank.
The cup coral is not coming out as much and looks like it is slowly dying. Any help would be appreciated.

Need tank conditions: PH, calcium, KH, temp, nitrate. also cups need good water flow and feedings of a product like cyclopeeze.
 
Minimum for growing corals is 4W per gallon as rule of thumb. I have near 9W per gallon and I still think it's weak.
 
i have cups sitting on the bottom of a 125gal under 175w mh
( little more than 4w per gal)and sitting on the bottom of a 40gal breeder under 400w mh (10w per gal). they are slow growers, but feeding speeds them up a little.
