He is cutting straight or gently curved pieces for crafts, probably for stained glass windows. I suspect much thinner glass than what you will find in an aquarium.
Not really cutting, but controlled breakage.
BTW, I would not be in the same room breathing the fumes from a red hot piece of wire dipped into metallic mercury.
