How to glue rock underwater

What can you use to glue rock underwater safely? Can it be bought at home depot?

Or is it something special?
 
marine epoxy, such as aquamend, is reefsafe. mix as prescribed, and form into a small ball of an inch or so in diameter. put a large bead of superglue gel on either end. stick your frag/rock on one end, and then fix to the target rock by pressing the other side in with a twisting motion. if it's large rock, leave it setup before moving it - just keep the rock wet
