how to install a filter sock?

I've got my 75 up and running and even have the cured live rock in there. It is an RR tank with a 1 1/4" overflow going into a 20 gallon sump's skimmer compartment. As of now, the overflow pipe goes about 3" into the water level in the sump. Is this correct? How do I install my filter sock here? Does it just slide onto the end of the pipe? Does the pipe have to be above the water? Thanks! I'll post pics if this doesn't make sense.
 
Some filter socks come with a plsatic hoop to keep the mouth open. I have seen people attach a couple of pieces of acrylic to the side of the sump so that they stick out horizontally like a two pronged fork. They slip the sock in the fork (the plastic hoop goes above the fork) to hold it up, then the pipe goes inside the sock.

Personally that was too much work for me, so I just cut the plastic hoops out and ty-wrap the thing right to my pipes.

does the sock have a draw string?if it does you can put a small open hooh on the inside of the stand.i run 3 (8 by 24)inch socks that way and dont have any problems.
 
The filter sock has a plastic hoop with a small inward facing "clip" that allows it to attach to the pipe. I actually have it on there since posting this and it appears to be fine. It is definitely helping catch micro-bubbles. My main question is whether the return should be under the water level or not. I know that having it under the water level puts back pressure on the piping.
 
if you keep the return pipe under the water it will put back presure on the return.leave it above the water line.you might have to get a few of these socks because they get dirty quick!
