How to resolve this Aquanotes error?

System Error &H80004015 (-2147467243). The class is configured to run as a security id different from the caller

I am trying to setup Aquanotes 3.0 webserver and after installing IIS and following the steps in the Aquanotes user manual, after restarting the computer and restarting Aquanotes I get the above error. After clicking ok, Aquanotes fails to open.

It has happened to me on two different computers, both run XP Pro.

What is wrong?
