how to tighten a bulk head.

I have a 3/4" piece of plywood on top a steel stand beneath my tank. I used a hole saw and cut holes for the bulkheads, but now I don't know how to tighten the bulkheads any more than finger tight as they are recessed. The hole saw I used is only a little bit bigger than the bulkhead so there isn't a lot of room to work. The only thing I can think of is a giant socket or maybe an oil filter removing wrench, but none of those have enough reach. Anyone have a suggestion?
 
There are cheap plastic sockets for just that. There is a link here somewhere.. hmmm.

Not sure why the nut is not on the bottom of the plywood exposed though. How would one counterbore a big flat area?
