I wouldnt see why not, as long as there isnt too high of a heat factor. The coloration of thebulb or Kelvin should be atleast 5000K.
 
Both of those will work, but I purchased that same spiral bulb from Menards, and it wasnt nearly as bright as the one PC 5100K I have now.
I would reccomend the PC over the spiral myself.

I have an old grow light set up at least 30 years old. I was hoping to use those
 
Hydro Grow llights are usually either HPS or MH.

I've never seen corals grown under HPS but don't imagine it wouldn't grow them. You should be ok, just get a new buld for the unit.

Yes, you can do it. Used a 400w sun system ballast and reflector to light a frag tank with a hortilux blue bulb (6500k temp).
