Jebo 182 Skimmer How to Setup?

I bought this at the LFS and got it when they were doing a closeout clearance and I bought it for about 15. The instructions on the box are in Chinese however. I know I need to get a pump but not sure how to set up a skimmer period.

I had one of these when I first started. I used it for about a day before I went out and bought a skimmer that worked. I could not get it to skim at all, there was no adjustments worth while on this skimmer. Sorry to say but I think you should throw it away and get something else. Or use it for parts, I did keep the collection cup to use on a DIY skimmer.
