new 75g saltwater acrylic tank and no cabnet yet.Do i need pad of some kind under the tank on top of a cabnet . And do i need a parimeter frame around the top of a cabnet or can it be just a flat cabnet top .

Acrylic tanks need a fully supported (flat and level) bottom AFAIK. I don't think you require a pad unless you are trying to compensate for some imperfections in the surface of the stand. Hopefully someone who has an acrylic tank will chime in.

Re: The top perimeter frame, I would put one in: 1) stop light overspill 2) stop the top from moving around if you accidently knock it. No need for the back, just the front and two corners. 3) looks finished. You can just make it from fancy ceiling moulding or cheap 1/4 round.....whatever fits your mood and design aesthetics

I never used padding under acrylic tanks , but like mentioned a solid bottom to support is needed . The larger the tank the more important it is.
