Live Rock or Fish????

I am wanting to add some additional fish to my tank but I have not completed adding all of my live rock. I currently have about 50lbs of base rock and I am going to add an additional 70lbs of live rock to that. What comes first the fish or the live rock? If the fish go first would I have a problem stressing out my fish once I add the rock to the point that it could kill them?

Any info would be great.
