live sand and rock for a quarantine tank

Hello.
I am planning to house all new fish in a quarantine tank for 3-4 weeks.does the tank need live sand and rock and cycling similar to the display tank? I would think yes for beneficial bacterial growth. but then I read an article recommending not to put live rock and substrate , lest copper (given for ich) may react with the calcium carbonate in them.
can someone clarify please. if i dont use rock and sand, how will ammonia and nitrite be metabolized.

I do Tank Transfer Method first, which uses bare tanks with a bubbler, powerhead or HoB filter for water movement and Prime to.control ammonia if necessary.

After that I move the fish to a QT tank that has live rock and sand. At this point the fish is ick free and hopefully there is less chance that I will need to medicate.

Prime is a water additive that works as a conditioner. HOB is hang on back it refers to any equipment that is hanging off the tank rather the submerge.
 
I do TTM as described above, then for the QT I used a HOB filter and either a bacteria in a bottle such as Dr Tim's or filter media cured with live bacteria in the sump. That way you do t ha e to keep your QT set up all the time as you would using live rock.

Changing everything out between occupants also decreases the risk of cross contamination.
