my skimmer bubble cant going up ??

Lower the level of water in your skimmer to the bottom of the collection cup. Give your skimmer time to break in. It will take at least a few days. Having the water level where it is in your photo will cause it to overflow once the skimmer gets broken in and starts working.

It is still breaking in! It will take a couple of days! Patience is the key.
