I see that some reefers keep nori on their clips at all times.The broken off pieces that my fish don't eat can contribute to nitrate rising right?

It's degeneration in your water would more likely cause a phosphate issue than a nitrate issue, I'd say. Still that isn't what you want, obviously. Why not use less so that the fish will eat all of what's given them? Anyway, whether it's from broken pieces or from the fish's detritus, the effect on the water is the same. Regular water changes and effective skimming should take care of the issue in any event.
