It won't change a thing. Anyone capable of murdering a child is not going to mind breaking one more law. IMO you can't legislate morality/decency.
Maybe it wont deter anyone, but it would be a lot harder of a charge to get off on a technicality than a homicide. Even If it only keeps people like that in jail after the deed is done, than it seems worth it to me. Our country needs to reevaluate its legislation and reallign its moral code. Far too often do heinous crimes get pushed aside for prosecuting drug crimes.

We already have laws against child neglect which is what not reporting her missing really is however, prosecutors would have to charge her with it in order to get a conviction and they didn't. You really can't legislate morality, we need to change our culture. As far as violent offenders going free in favor of drug crimes, that is because the US justice system is now a business that thrives on seizure of assets, probation, fines, funds from federal subsidies, etc.. There is no money in keeping someone incarcerated for life and it costs even more to execute someone due to the lengthy appeals process.
