please help with Kent marine RO/DI

I just bought a Kent Marine Hi-S Ro unit 35 gpd. It did not come with instructions and I cant find a kent marine website. My problem is that it has waste water line going out that puts out more water than the ro output. Is this how is suppose to be? Is the waste water line always suppose to be draining? Please help me out here.
