The only time you can get away with gluing plastic of any sort to glass is if there is no pressure on the connection. Silicone works great if it isn't a critical thing, for example gluing acrylic baffles into a glass sump.
The silicone sticks really well to glass, but not at all to the acrylic. Baffles are fine because the silicone sticks to the glass and 'clamps' the acrylic in place, without properly adhering to the acrylic surface.
I want to make an overflow out of PVC pipe. I plan on cutting the pipe in half lengthwise and gluing it to the wall and bottom of the aquarium. Pressure should be equal on both sides of the PVC so I don't think it has to be a strong join as long as the PVC just stays in place.

I've heard Mr. Sticky's underwater epoxy works or Weld On #810. The pvc should be roughed up to stick better. Sounds like you're cutting it, so it should be rough enough.
