sandpipe photo?

I guess I just don't get it.....

I am trying to understand how I would keep the siphon going if the power goes off then comes back on, the link above uses "sandpipe" not "standpipe". I thought this explanation was for a tank that as not drilled. I am new to the overflow and sump concept since I am new to saltwater tanks, and I don't get the standpipe concept here.
 
I use this in my external overflow.

I have pictures of the pipe disassembled in my gallery.
 
so someone explain how it helps keep the siphon going in the event of a power failure as they mention in that link above? I understand how the entire system works as a whole, but not this particular part of it.
 
the interenal overflow with a stand pipe will automatically drain as long as your return pump doesn't out run your drain.a hang on back shouldn't lose prime unless you get air in your u-tube.it will automatically start draining when your inside half fills back up.as long as your return doesn't out run your drain with this set-up to.
