You can use the substrate for sure, just rinse it very well. If you have live rock I wouldn't use it, but if you just have base rock or lace rock it could also be rinsed VERY WELL and reused. If the rock is really porous you may want to use a light bleach solution to rinse it, and then rinse under fresh water and let dry outside in the sun for a couple days.
