If you were to setup a FO system with no LR could you use 100% ammonium hydroxide as the main source of ammonia to get the cycle going? Would this also help in establishing a larger population of bacteria faster then say putting a piece of shrimp in the tank and letting that start the cycle?

Either way would work about equally well, IMO. I'd just throw in a few tiny bits of shrimp every other day or so, since I'd always be wondering about the purity of the ammonia source. Some people do use ammonium chloride for the purpose, though.
