My questions to the experts is. Is it ok to run UV Sterillizer during tank cycling, and after tank complete cycled how often to run UV Sterillizer?

I guess it is ok to run your UV while cycling but it is not neccesary. I have one on my 55g Reef tank and usually keep it running about 3 weeks outta 4 in a month.

I've never run UV, but it should be fine to run at any time. Some people report clearer water when using it, but my water is clear enough for me, and I don't think there are any other benefits.

does it help to kill parasites?

Not enough that it will cure serious infections. It might help some. No evidence that it does, though.
