I have 96 on a 26 gallon 'show' tank. . . with 16 gallons taken up by a VERY deep DSB. . . and the chaeto does fine. It packs the top. . . keeps it green all the way down to the bottom maybe 9" below. But my light is only 6" from the chaeto. 13" seems like a long way. . . I think the techno guys talk about losing half the light value every 8" or so.
No it is just about right, I would even lower the lamp a bit. I have a metal halide 175 6 inches above the Chaeto. Try rotating the algae mass once in a while so the bottom is also exposed to light.
