trying to make a refuge

I'm trying to make a refuge out of this:

It's acrylic and slightly higher thn the main tank.
What can I do as far as drilling holes/plumbing/pumps etc.
Like how do I get water too and from both tanks at an even rae?

Looks like the refuge is taller, if that is the case, you can drill a hole near the top of the refuge. Add a bulkhead with a pipe that goes over into the other tank (this will move water via gravity). Then add a small pump that pumps water fomr the pico to the refuge. The pump will have to be small enough so that it the piping can handle it. Hope this makes sense.
