The photocell is for operation of the night mode which will cut the pump output to 30%. I have the 7095 so i am not exactly sure how the 7091 setup works. It should be the pulse dial controls the on/off of the pump which is determined by your two power settings. Power 1 should be the max or high setting of the pump and power 2 is the low setting. Say pwr 1 is set to 80% and pwr2 is set to 20 % and the pulse setting is set to 30 sec. The output of the pump would be at 80% power for 30sec then switch to 20% power for 30sec. When using the photocell, when it is dark enough in the tank/room to activate it the pump will switch to the pwr2 setting. The food timer will shut the pump off for roughly 8 minutes.

The 6100 packs a pretty good flow rate at max power, but should be ok in your tank. Depending on what the diminsions are you will just have to play with the power settings and positioning to see what works best.

Photo cell detects light. It throttles the pump back at night time and cranks it up at day. Thats why there are two dials on your controller.
