VHO ballasts & kits

My LFS makes his own VHO assemblies without reflectors (for some reason). Anyway, what is the cheapest, but still proper way to build, or buy the apparatus to set up VHO lighting?
I'm thinking of doing a small tank, or maybe 48" VHO bulbs on a live rock tank.
I see that the ballasts up to 2 feet cost about $150.00.
The 4-6 foot ballasts cost $180.00
I also found a Coralife Electronic Ballast system E-Z Ballast kit for $50.00.
I'd be more interested in the $50 kit, but I don't know if I'd need to buy more than the kit to get it running. I do know that I will of course have to buy the bulbs separate.
But can the kit produce a working unit at no addtional cost except the lights?
 
Hellolights has a ballast that will light 2 4ft VHO's for 35 bucks it's called the AS220. Just do a search for AS220, it's the easiest way to find it. :) It doesn't include endcaps or bulbs but I've used it for actinic lighting and it works great.
