That certainly looks like one, I'd try to dip it in flatworm exit (I do a cap full to 32oz tank water for maybe a min blow through with baster). If it falls off dead it was a flat worm. If not no harm done. If it is a worm this won't help if their hiding in the tank but at least you'll know and can take action correctly.

Instead of using the Fatworm eXit a quick freshwater dip will work too.
