When to add cleaning crew?

Just wondering at what point I should add some kind of cleaning crew.....I am concerned that the substrate is just sitting there stewing in its own dust.... Dont want there to be trapped bad stuff in the substrate that will show up a month down the line and then I am back at square one.

In my 30 gallon, I added my cleaning crew approx a week after letting the tank sit. Don't add anything like Cleaner Shrimp. He died on me. I added (2) emerald crabs along with a ton of blue legged hermits and some turbo snails.

Stick with hardy stuff if your tank is newer.

FYI...there is 50 lbs of live rock in my 65G right now. Rock came from an existing tank that had been up for a long time. Rock is covered in Coraline and has polyps and some other stuff on it. Polyps seem to be doing well....been open the whole time.
