When to add the cleanup crew?

From the beginning of the cycle, when should snails, & hermits be added? I wouldnt think that they would be plunked into the water until its cycled, but I seem to remember reading that they were added to help with algae blooms DURING the cycle.

opinions/facts?

Wait till after you cycle then put them in to clean up your rock work because it will likely be growing a lot of hair algae.

I didnt think it made sense to add creatures to a cycling cesspool, but wanted to make sure!
