will Icecap 430 run 46.5" VHO bulbs?

today I bought replacement VHO bulbs and they are 46.5" instead of 48".

I moved the end caps closer, put in new bulb, turn on the light and the new bulbs don't light... anyone know what's up?
I put the old bulbs back in the end caps and it lit up... so somehow, the Icecap and these 110W VHO short bulbs aren't happy.

Should be no difference. While they are on..twist them a little.
