$150 for a mated clown pair - fair?

Fair is up to you. You can try the cheap way, get a bunch of young ones and let them choose.

what kind of clown? I say go for Juvi's, preferrably ORA grown. sounds like the LFS wants a bit too much. my local LFS has a pair of juvi's for $30.00

Depends entirely on the clowns. If they are just your basic ordinary clowns then I'd say no way they are worth it. I'm no expert, but clowns seem to pair up rather easily and quickly if you have just 2 of them and get them at the same time.

If these clowns are something special like the Australian Oscellaris, or some kind of variant like the Onyx clowns then maybe.
