It is an exchange from Airgas/praxair green - steel. I usually buy from them because that is where I get refills.

There isn't a difference. With a replacement setup, you go in and replace your depleted tank with a filled one. You still own the tank.

If you didn't buy the tank from a local service store with a replacement service (eg from BRS or Marine Depot), you have to bring it in and wait while they fill it. If they are busy you may have to come back. Every number of years to you have to get the tank hydro tested.
