6105 problems

My 6105 won't start up! When you plug it in all it does is "twitch" the propeller. Every few seconds it bumps a little bit but it will not start up. I've checked voltage at the power supply and it has full 24 volts. I'm trying to figure out if I have a bad motor block or what? Any help would be appreciated.
