A new CHEAP lighting solution? As powerful as Halides?

I am overwhelmed by the price of metal halides... I was out side in my shop yesterday and saw a lamp that was sitting in the corner. A 400 watt halogen? would it work because they cost like 10 bucks for a 400 watt one!!!

I think most of those bulbs are around 2700K. No where close to what corals would use (6500K to 20000K). The only purpose those would serve is for a light source. Those lights consume CRAZY amount of electricity. Also, What are you tank dimensions?
