is it safe to frag a toadstool in the tank is in a big rock and i will have to move everything to be able to get the rock out

I have done it many times with no problems. I make quick cuts with a sharp scissors and run some fresh carbon afterwards.

I would suggest doing what aquabucket said, but remove the coral from the tank,& cut it in a bowl of water. Then use a rubberband to attach the pieces to a piece of LR rubble.

exactly.

remove the leather and frag it in a separate bucket/container.

the frags should attach to rubble within a few days.

That would be the ideal way of course but the OP said that would be difficult to do.
