About to go belly up

We bought this Six line wrasse yesterday and put him in a hastily set up QT. This morning he looks awful.

pH:8.3
Ammonia: 0ppm
Nitrate: 0ppm

Water is half from LFS and half from Petco.

Tank was set up yesterday after I though the fish might have Ich. So not cycled but no we're for bacteria to live anyways. No filters in the hang on canister.

Any thoughts on last minute CPR for this guy?

Well he didn't make it clearly. I rechecked the salinity and it read 1.029 this afternoon. I swear I checked last night it it was 1.026. Is 1.029 high enough to kill a fish overnight?

It depends. What was the salinity of the water from the LFS and how did you acclimate?
 
LFS is spot on 1.026. I use water from them for my DT. I drip acclimated but admittedly it was rather quick, 30-45mins maybe (and I stress maybe).

My wife and I have been debating the QT all day. We rushed it together last night. Nothing felt good or right about it but I wanted to get it out of the small water bag it was in.

I think I'm going to dump the QT water. Paint the back of the tank. Get it set up in a better location. I has a hang on filter that I think I can put some marine pure from my DT in for bio filtration. I realize that the marine pure is trash if I dose the tank with chemicals or if any fish gets sick in it but at least its some cycled rock.
